Satellite services based on the DVB-RCS standard are well characterised for Europe, but other regions like Latin America and Africa aren't well characterised, and these areas could be very interesting to European companies willing to develop satellite services.
This study tries to characterize both regions to analyse how European companies should penetrate these markets to develop DVB-RCS services.
The target of this study is to make an in-depth market, business and technical analysis, identifying and characterizing the most effective and affordable DVB-RCS services in the most promising countries of Latin American region and in the African continent.
The selection of the countries and the satellite services will conform the first phase of this study. The second phase will focus on the definition of the technical and commercial scenarios of the proposed services, and how to set-up the scenarios identified previously in the selected countries.
The study will be completed with an assessment of the profitability of the selected services in their technical and commercial scenarios.
The main key issues are:
- Selection of countries to be considered in Latin America and Africa,
- Satellite services analysis,
- Commercial and technical scenarios definition,
- Implementation analysis,
- Financial assessment.
The expected results of the project will contribute to characterizing the Latin American and African markets in order to help European companies develop DVB-RCS services in these regions.
Both areas are natural regions for developing satellite services due to the large rural population spread out across vast geographic areas and their poor terrestrial network coverage. This situation is a good opportunity for European companies to increase their business outside Europe using European standard solutions.
A system architecture is not applicable for this project.
The study plan will compose of five main activities.
The first task will define the contours definitions for Latin America and Africa in order to obtain a list of affordable countries to deploy the DVB-RCS services.
During task two, an in-depth market analysis will be undertaken to determine the most efficient services for both lists of countries.
Once the services are characterised, the next task will define the commercial and technical scenarios.
Task 4 will use the commercial and technical data of the previous work package to conform a roadmap with tangible information to the set-up process for representative DVB-RCS services.
The last task will focus on the assessment of the profitability of satellite services based on DVB-RCS services.
These activities will take place over the next 9 months.
The project has successful completed task 1 to 4. Currently, TID and Hispasat are working in the next two reports of this study, regarding the financial assessment of the scenarios under analysis.
The countries selected for Latin America are Brazil, Argentina, Chile and Mexico. Algeria, Nigeria, Egypt and South Africa have been selected for Africa.

Brazil: Internet access, corporate networks, IP telephony.
Argentina: Internet access, corporate networks, IP telephony.
Chile: Internet access, corporate networks, IP telephony and Triple Play.

Service plans: 256/64Kbps, 512/128Kbps and 1024/256Kbps. 30% concurrency
IP Telephony: Unique service plan based on the calls performed. Assured BW: 20 Kbps per session. Sharing ratio 1:1.
Corporate Networks: Service plans: 512/128Kbps, 1024/256Kbps and 2048/512Kbps. 50% concurrency.
Triple Play: Service plans: Internet access; Internet and IP Telephony; Internet and TV; Internet, IP Telephony and TV.
