Measuring the socio-economic impact of ARTES 4.0

The Connectivity and Secure Communications Directorate works to ensure society, businesses and governments can use and harness the potential of space-enabled technologies. We measure the socio-economic impact (SEI) of our ARTES 4.0 (Advanced Research in Telecommunications Systems) programme to share how it is having a technological, environmental, social, economic and strategic impact in ESA Member States.

What does ‘socio-economic impact’ mean?

The SEI impact serves as a guideline for our Member States to understand how their investments into the programme are returned, whether it be through fostering employment, technological progress, research contributed to patents and more.

How is the socio-economic impact measured?

We look to uncover varying types of impacts that the ARTES programme delivers. The type of impact is measured in a variety of ways to ensure the knowledge and data collected is as reliable and extensive as possible.

Our SEI team gathers data from organisations that have worked supported ARTES activities across varying periods of time, from short to longer, more extensive projects, collecting comprehensive quantitative analyses which can cover short-, medium- and long-term impacts. These assessments are done incrementally to ensure data is up-to-date and always produced by an independent, external organisation.

Why does socio-economic impact matter?

The SEI findings enable us to better understand, analyse and implement a more effective and efficient ARTES programme, sharing with our Member State delegates how their citizens and industry are benefiting from the programme and how we can further enhance the programmes offering to match industry trends, develop emerging technologies and keep our Member States at the forefront of a globally competitive telecommunications market.
