NEW SPACE APPLICATIONS SUPPORTED BY OPEN DATA AND CROWDSOURCING - FEASIBILITY STUDY ARTES 20

Description

The objective of the study is to evaluate the added value, the technical feasibility and the commercial viability of services combining space and non-space assets supported by Open Data and Crowdsourcing. The study also aims at specifying a viable and sustainableintegrated solution to supply a market identified by the Contractor. The study shall characterise the market opportunity identifiedby the Contractor, namely the user needs and requirements, the market segmentation, the use cases, and the services definition. Thestudy will also analyse the critical aspects of the data, in terms of reliability, continuity, availability, privacy and liability.If applicable, the study will also analyse the Crowdsourcing key aspects including critical mass, user engagement benefits, socialnetworking potential, input data validation, and malicious user detection. The Contractor shall engage the relevant user community and provide an in-depth characterisation of the user requirements, for different market segments. The Contractor shall also identifythe open standards relevant to data formats, Application Programming Interfaces (API), communication protocols and database formats, which are applicable to the user community or application domain. The service definition shall take into account the different types of users, which may include basic users that only obtain a baseline free service, as well as premium users that are willing to pay for advanced features and services. The Contractor shall build a Business Case based on a comprehensive economic and non-economicviability analysis, which will be in annex and it will document and justify the core elements of the Business Case. The Contractor shall address elements including business drivers, financial indicators, assumptions, net present value, cost-benefit analysis, SWOTanalysis. The Contractor shall also present a financial planning that can support lower than expected demand, as well as absorb rapid growth. The contractor shall also provide a comprehensive risk identification and mitigation plan, including a probabilistic riskassessment and impact cost analysis. The Contractor shall evaluate the added value of space assets and how they integrate into a commercial service. The analysis shall cover the feasibility and cost of implementing similar services with non-space technologies, aswell as commercial solutions already available and how they are positioned against the proposed service.
